I think what Suzie's father meant by,"trapped in a perfect world" is that the penguin did not have anything to fear. He was in his own little world in which he was protected from all of the outside things that might want to hurt him. He had everything that he needed to be happy in his snow globe. I think Suzie does consider herself trapped because she can no longer influence thing down on earth. She can only watch and listen. I don't think she really sees it as a perfect world because it is missing a few essential elements. The most important being that she misses her mom terribly. Even if she had her mom, i think that she would still long to be on earth, where she could interact, learn new things, and be with those that she loved, like her sister.
